Indicators and Data Sources
Further discussion moved to the Indicators and data sources.
Participants were divided into groups of 5-6 consisting of GP stakeholders and few officials who went into
each thematic indicator and made the suggestions as below:
S.No Indicator as per LIF (Expert Inputs/suggestions
Committee report on LSDG)
Theme 1- Poverty-free and enhanced livelihoods panchayat
1 1. BPL HHs in GP Source of BPL should be either 2006 survey at GP level or SECC other than MA
already given
2 3& 4. Pension scheme percentage Source of data collection may be PHC for exact source or Talathi of revenue dept.
for NSAP
3 9. No. of job card holders in GP Source should be nrega.nic.in
4 10 & 11. Women from poor HHs in GP doesn’t have the register. So NRLM should provide this information to all the
SHG and Credit to these SHGs GPs through their Block unit
5 13. Old persons residing in GP does not have the source.
institutions
6 15. Homeless numbers in GP No such survey in GP
7 18 & 19. Disaster related indicators GP is not active on this as District DM authority deals the subject. But GP should
be involved in it
8 21. Percentage of budget allocation GP can provide. But there needs a ‘gender budget’ in each GP
for women
9 40. Employed/trained youth in GP GP does not have data. Survey needed.
Other suggestions
1. App-based survey should be conducted in each GP as baseline for better progress monitoring
2. 29 subjects should be devolved to better progress on all these subjects which would help GP to collect and monitor
3. NRLM has created simultaneous structure in GP which does not coordinate with GP. Need to improve this coordination
Theme 2- Healthy Panchayat
1 Deaths due to accidents Information unavailable in GP
2 17. Total expenditure on health We should ask separate expenditure on health of women and children
Other Suggestions
1. Additional indicators needed on- 1. gym facilities especially open gym
2. organic agriculture
3. health camps organized
4. old age recreational activities
5. ayurvedic plantations
2. ASHA worker data to be used as it is most authentic at GP level.
Theme 3- Child Friendly Panchayat
1 Additional Indicators Only 14 indicators do not cover all child issues. Four rights of children should be
covered, and participation right should be given more weightage as it is not ensured
by any department/scheme.
