g) Build the resilience of the poor and those in vulnerable situations and reduce their exposure and vulnerability to
climate-related extreme events and other economic, social and environmental shocks and disasters.
h) Establish Social security safety net in the face of unforeseen events, shocks and disasters Even if some or all of the
above are made available, there would still be outliers. A survey for identifying vulnerable families- ultra poor and poor, SC,
ST, women headed, members with physically and mentally challenged, chronically ill, aged etc. for addressing their needs.
Programme Actions/Activities
The thematic area on poverty free Panchayat are connected with 29 subjects transferred to the Panchayats. In these areas the
Panchayats have a role and the potential of contributing to the eradication of poverty and enhancing livelihoods. All the issues of
national importance are core to the Theme 1, and are covered through the flagship Schemes/Programmes.
Programs such as MGNREGS, JJM, SBM, NRHM, NRLM, Financial inclusion and Skill development etc. being implemented by
respective ministries. The PRIs are at programme delivery end, though program delivery is not in all schemes through PRIs.
Convergent action between PRIs, government, NGOs, CSOs and academia will help in addressing the issues of poverty &
livelihoods. Some key programs &activities are as follows.
Rural housing, Poverty alleviation programmes
a) Family welfare, Women and child development
b) Social welfare, including welfare of the handicapped and mentally retarded
c) Welfare of the weaker sections, and in particular, of the SC and STs
d) Animal husbandry, dairying and poultry Fisheries
e) Agriculture including agricultural extension
Addressing malnutrition and anaemia, which is clearly co-existing with poverty, are specific areas that the GP can work on. This has
been advised under Poshan Abhiyan, from NHM, has provision under MNREGA, and the indicator value will certainly make the GP
to involve more in this critical area and enable achieving of two major National Goals – Anaemia Mukt Bharat and Zero Hunger.
Special Initiatives
The Gram Panchayat may take following special initiatives:
a) Identify the needs and priorities of the community: Before any intervention is implemented, it is essential to
understand the needs and priorities of the community. This can be done through community consultations, focus groups, and
surveys to gather information about the current economic activities, income sources, and skills of the community members.
b) Develop an action plan: Based on the information gathered, a plan should be developed that identifies the priority
areas for intervention, such as agriculture, livestock, handicrafts, or small-scale industries. The plan should also include the
necessary resources, such as funding, training, and technical support required to implement the interventions.
c) Promote value addition: Value addition involves increasing the value of raw materials by processing or transforming
them into finished products. This can help to increase the income generated from agriculture, livestock, and other economic
activities. For example, processing crops into jams or pickles can increase their value and generate higher income.
d) Provide training and capacity building: Training and capacity building programs can help to improve the skills and
knowledge of the community members. This can include training in entrepreneurship, financial management, and marketing.
Training programs can be provided by government agencies, non-governmental organizations, or private sector actors.
