Proof of Concept Annexures

Proof of Concept (PoC) Annexures provides the calculations based on the methodology using the data collected as per
the indicators and sub-indicators listed in the Local Indicator Framework (LIF) from the listed Data sources as per the

LIF. This gives the Indicator value for each of the 577 Indicators under the 9 Themes. It gives the Thematic scores, and
brings out the Panchayat Development Index (PDI) for the GP. It provides the calculations by which the average scores
of the Indicators, Themes and the composite score of PDI for the Block and District, and State level have been arrived at.
This also gives the comparative position of different GPs, and forms the basis for taking up various analysis, by bringing
in further data Tables as required for such purposes. To demonstrate this, the PoC exercise was undertaken covering 30

Gram Panchayats in the State of Maharashtra. The Annexure – I has the Team that has done this first of its kind work at
such large volume of data collection with very basic technical and backend software, providing the country the proof of
what is possible and removed all doubts on numbers of indicators and data points that can be collected in the field.
Further refinements of data entry formats and back-end software for calculations is required for upscaling this. The data
entry formats used, calculations and basis are provided in the Tables and the Annexures (sub-annexures) to this Main
Annexure IV of the Report, which consists of 9 sub-annexures, i.e., Annexure IV-A to Annexure IV-I, details of which

are as under:
