These distinguishing questions are not considered for calculation and a null value is given to it. This is a major
difference from the MA survey points system, where the availability of such infrastructural unit (not the sub-indicators)
is given higher points.
During the PoC, it was found that obtaining data on Resource envelope and correlating to Theme needed greater focus
for Gram Panchayat, and wherever, the indicator was not there already, Gram Panchayat spending for the Theme was
added and data on it obtained.

This set of indicators in the 9 Themes, are also given null value, reason being, we cannot decide which is best and worst;
already 60% of CFC grants have been tied. It is basically, up to the Gram Panchayat to see, if its spending is in the
desired areas for improving the indicators. In the PoC analysis, null indicators are defined as those which are not
considered for estimating the scores. The indicators that have been considered as null indicators for the thematic score
estimation are given in the Table in Annexure-IV-E.

In effect, the PDI is built on common indicators first. Then next layer is the specifically applicable indicator that can be
equated for comparing all the Gram Panchayats, and then that which is specifically applicable only for the Gram
Panchayats and their values are considered only for them/groups of such Gram Panchayats and then compared, with that
distinction placed upfront at that level of reading the score and comparing Gram Panchayats. Hence, the Gram
Panchayats do not get evaluated on their development score on indicators not applicable to them, while also taking into
account that largest set of indicators to cover all the 9 Themes, giving them the large canvas for them to design their
development path.
