2) PDI Baseline

First PDI should provide the baseline of development status of Gram Panchayats across the country (for the reference
year FY 2022-23). This should be done on maximum indicators. The calculation of PDI from the highest Target can
provide the revised baseline.

3) PDI Ranking and Grading of Gram Panchayats

1. Ranking of Gram Panchayats based on PDI scores to be done only within a block. Thematic scores and

Indicator score-based GP ranking also can be used for those dimensions.

2. Ranking of Gram Panchayats in PDI is not recommended as it is not possible, nor fair considering the fact
that there would be large number of Gram Panchayats being on same score or in decimal level differences in

the 2.69 lakh Gram Panchayats in the country.

3. Scores ranges & grades are recommended to assess status of Gram Panchayats and their incremental progress.
PDI score can range from 0 to 100 or 0 to 1 depending on the scale to be used. However, for sake of
comprehension and for bringing out comparison, a range of 0 to 100 with five grades of Beginners D: 0 to
below 40, Aspirants C: 40 to below 60, Performers B: 60 to below 75, Front Runners A: 75 to below 90 and

Achievers A+: 90 to 100, appears to be more appropriate. Hypothetically it is possible to get a score of above
100 in case normative score is calculated against target value and scale is taken 0 to 100.

4. Terminology for 5 grades in States needs to be using local language.

4) Use of LIF Thematic and Indicator values along with PDI

PDI can identify the GP areas which need attention or interventions. However, PDI score is to be used along with
its component Thematic scores and Indicators’ values for meaningful action. PDI is a composite score and it is in
the LIF of the respective Themes that the real values and positions are sitting for enabling concrete action for

improvement. Hence, PDI alone cannot give the desired results of development without working and using the
LIF and Thematic scores.

5) Targets values, Targets and timeline

1. Ultimate Target values need to be fixed at National level after consultation with States and Gram Panchayats
(PRIs) for each Indicator. Averaging of target values is not recommended. This highest level would be that
which will be achieved by or before 2030. (In case it is not achieved, the PDI may continue beyond 2030).

2. Target values on a timeline may be fixed for Gram Panchayats based on their baseline position, and

consultation with Gram Panchayats similarly placed. This would provide Targets for groups of Panchayats
who are in a certain grade, for aspiring to reach and a basis for measurement of performance and ensuring all
GPs are moving to higher and higher targets, to reach their highest levels of development.
