indicators have been included from Sector wise indicators as per local needs. Theme-based Indicator has been divided into two parts
         (a) Information collected at GP Level and (b) Information collected from neighborhood level meeting and compiled at Gram-Sansad
         (Ward)/GP Level. Compiled report of Block Panchayats and District Panchayats will also be prepared based on this information. All
         theme based indicators have also been mapped with existing Sector and Sthayee Samiti (Standing Committees) so that sector-wise
         reports on existing rules & guidelines can be generated. Each indicator will be given weightage so that Gram Panchayat can get
         theme based score and overall score for all themes and theme-base gap analysis report will be prepared in this process. Theme-based
         gap and theme-based budget of a Gram Panchayat is also be reflected.

         Banglar Para Baithak (BPB) Portal and Mobile App
         The dedicated BPB Portal is used for the purpose of preparation of Baithak Calendar, theme-wise Data capturing, compilation of
         Hamlet level, GP level data and generation of Theme-wise, Sector-wise and Upa-Samiti (Standing Committee)-wise Gap Analysis,
         theme-wise  ranking  of  Gram  Panchayat  and  ranking  on  any  selected  indicator,  monitor  the  issues  raised  by  villagers  captured
         through mobile apps and allocation and activity details.

         Broad nine Steps involved/to be involved in the Participatory Planning Process through Para Baithak
         9  broad  steps  (i)  Preparation  of  Baithak  Calendar  (Neighborhood  Level  Meeting  Schedule),    (ii)  Invitation  of  citizens  to  attend
         Hamlet  Meeting,  (iii)  Capture  Theme-wise  GP  Level  Indicator,    (iv)  Hamlet  Level  Meeting  (Para  Baithak)  on  scheduled  date,
         (v) Verification of data at Gram Panchayat level (vi) Monitoring of Theme-Wise Issues raised by Villagers at Hamlet Meeting, (vii)
         Analysis of Theme-wise report, identifying the gap and ranking of Gram Panchayat, (viii) Proposed activity entry and (ix) Report on
         Theme based Local Indicator and Draft Plan are involved participatory planning process.
         After  the  above  steps,  GPs  enter  theme  and  subject-wise  allocation  and  draft  activity  and  placed  to  Gram  Sabha  for  approval.

         Approved plan related to 15  FC, OSR, MGNREGS are entered into e-GramSwaraj Portal. Block Panchayat and District Panchayat
         can also use these data for Block Panchayat Development Plan (BPDP) and District Panchayat Development Plan (DPDP).

         Outcome of the Para Baithak-based Participatory Plan Process
         Identification of local development index and setting  the target of the GPDP in tune with LSDGs, development of GP-wise HDI
         reports, preparation of more need based GPDP in compliance to LSDGs with focus on human and social development, reduction in
         the cost of time to capture and compile the data, strengthening of the good governance system of PRI, strengthening the process of
         transparency  and  accountability  of  the  planning  process  through  the  Gram  Sansad  Sabha  (Ward  Sabha)  and  Gram  Sabha  and
         analyzing the baseline situation for preparation of GPDP based on digitalization of data are the major outcomes envisaged in  the

         BPB.
         The Case of Karnataka

         The state of Karnataka in compliance with the Karnataka Gram Swaraj and Panchayat Raj Act has empowered the Gram Panchayats
         for preparation of five-year Gram Panchayat Perspective Plans (GPPP), which, inter alia, focuses the various issues to be raised by
         the PRIs under the Directive Principles of Panchayat Policy (DPPP) and these issues are largely in tune with SDGs.

         The State began the exercise early on, of preparation of GPPP on the LSDGs during July 2021 (one of the Members of the Expert
         Group  of  the  Ministry  of  Panchayati  Raj  on  Localisation  of  SDGs  with  PRIs,  Dr.  G  S  Ganesh  Prasad,  Faculty  (Planning  and
         Research), ANSSIRD&PR, Mysuru, Karnataka), and computing Localised Sustainable Development Index at Gram Panchayat level,
         with certain modifications in tune with the activities of the state. The LSDGs were incorporated into the familiar Panchatantra. A
         strong monitoring mechanism was put in place starting from the State, District, Block up to the GP level. Also, it was felt that there
         is the need for having a separate software for monitoring the process of preparation of plans and the same has been developed and
         incorporated in Panchatantra 2.0.
