data is not to be taken, as MA is only the secondary source. Where no other primary source is there, MA
                survey data is to be used. Similarly, the use of VPRP Questionnaire for data to LIF is to be explored fully and

                integrated.
            3.  Overlaps  in  data  being  collected  from  primary  data  source  already  needs  to  be  avoided  to  make  the  MA
                Survey and VPRP questionnaire data the set that is not available with the Line Ministry of the sector directly

                concerned, and needs a Survey mechanism for data collection.
            4.  Establish new and novel systems for feedback in Gram Panchayat that become the source of the data (e.g.:

                functioning of toilet in school/public places, availability of water etc.)

         22) Data Validation
            1.  Data validation, through use of existing processes as applicable based on source from where additional data is

                being collected, or introducing clear validation process for the additional data based on institutional relevance.
                (E.g., Whether it will be validated through an official system or a Gram Sabha based system)

            2.  Introducing the system of ‘Bangla para baithak’ in presentation of data collected for field validation, followed
                by Gram Sabha level validation, would be extremely useful in bringing also people’s participation, greater
                transparency and correctness to data.

            3.  System driven ratification of the data by concerned agencies may also be considered, where required.

            4.  Civil society can also be involved in data collection and feedback.

         23) From complete data collection to minimum data collection from field

            Starting with complete data collection from field, as no APIs are in place, there is need to move to minimum data
            collection  from  field,  with  increased  APIs,  and  collection  of  only  that  data,  that  only  field  can  give  and  not

            collected in any government Ministry data base.
         24) Ease of Data entry

            Data entry forms to be simple, easy and visually appealing and informative. Ensure Source based data collection
            with  non-duplication  of  data  point,  and  deciding  wherefrom  the  repetitive  data  point  is  best  collected,  and

            standardize across the board.

         25) Establish a proper end to end IT platform for PDI
            From  data  entry,  data  collection,  calculations,  scores,  visualization,  analysis,  report  generation  and  further

            developments as required, the PDI and LIF must be on a robust IT platform.

         26) Key role of NIC
            NIC has a very important lead role to play in this entire process. Ministries/Departments and their NIC teams
            across schemes need to work together with Ministry of Panchayati Raj in enabling this and complete the APIs in a

            time bound manner.
