Theme-5: Clean and Green Panchayat

Total 7 indicators are included in this theme under National Panchayat Awards. 2 indicator is included from same theme
i.e. percentage of solar irrigation pumps and solar lights in the GP and (2) Did the Biodiversity Management Committee
(BMC) of the GP maintained People’s Biodiversity Register. However, 5 indicators are included in 2 additional special

categories of awards out of which, 1 indicators is included in Gram Urja Swaraj Vishesh Panchayat Puraskar (GUSVPP)
i.e. (3) Operation and Maintenance of Solid & Liquid Waste Management (SLWM) assets, and 4 indicators are included
in Carbon Neutral Vishesh Panchayat Puraskar (CNVPP) i.e. (4) Total trees planted by the gram panchayat, (5)
proportion of households and public private buildings, etc. are connected with solar energy means i.e. solar lights panels
etc., (6) percentage of households using LPG for cooking and (7) percentage of households using LED bulbs/lights,
which is included in both special categories.

Theme-6: Self Sufficient Infrastructure in Panchayat

This theme has included total 12 indicators under National Panchayat Awards. All 12 indicators are included from the
same theme. These indicators include (1)whether Common Service Centre (CSC) is co-located in GP, (2) whether GP

Bhawan has computer with internet facility,(3) meeting hall, (4) Drinking water facility, (5) furniture, (6) percentage of
villages of the GP with all –weather roads, (7) street light facility on the roads in the GP, (8) GP with storage tank for
water storage, (9) access to Health Sub Center / Health & Wellness Centre, (10) access to Livestock Aid Centre and (11)
Primary Schools with playground facility. However, 1 indicator related to (12) percentage of HHs living in Kutcha

houses is also included in theme 1.
Theme-7: Socially Secured Panchayat

This has 9 indicators. All 9 indicators are included in this theme under National Panchayat Awards i.e. (1) percentage of

Differently abled persons/Women/Elderly persons/SC/STs provided with Assistive devices, (2) percentage of Differently
abled persons/Women/Elderly persons/SC/STs provided ID cards, (3) total budget earmarked under GPDP for welfare of
SCs & STs in GP. Although indicator related to (4) percentage of eligible receiving social security scheme-Elderly
pensions, (5) SSS-Destitute Pensions, (6) SSS-SCs/STs Pensions, (7) SSS- Women Pensions and (8) percentage of
Differently abled persons/Women/Elderly persons/SC/STs are receiving differently abled pensions. However, the
indicator (9) beneficiaries under Ayushman Bharat under Pradhan Mantri Jan Arogya Yojana is also included in theme 2.

Theme-8: Panchayat with Good Governance

This has 5 indicators. All 5 indicators are included in this theme under National Panchayat Awards i.e. (1) whether the
GP has availability of internet connectivity, (2) whether the GPDP uploaded on the portal, (3) closing of accounts in

eGramSwaraj, annually, (4) number of services are being provided electronically under the different categories
(Regulatory, Statutory. Developmental & Consumer Utilities Service) at GP level and (5) percentage of expenditure
made to empower panchayat/marginalized sections out of GP own fund.
