36) Block and District PDI

              1.  The use of PDI for Block score of PDI of GPs in the Block and Block score of PDI of GPs in the Districts to
                  be done for enabling assessment of blocks & districts and drawing their attention and support.

              2.  The weights in developing the Block or District PDI can be the population of GP for Block PDI. It can be
                  experimented  with  number  of  GP  for  district  and  State  PDI,  before  making  the  decision  of  what  is  most

                  appropriate.
              3.  Similarly,  Thematic  scores  and  indicator scores  analysis  can  be  used  for  sectors,  GPs  Blocks  and  districts

                  performance in LSDGs & action therefrom.
              4.  PDI is connected to the LIF applicable to GPs. Developing an Index on Block Indicator Framework for Block/
                  Intermediate  Panchayats  and  District  Indicators  Framework  for  District  Panchayats  needs  to  be  explored

                  considering the devolution in States to the PRIs and the progress States are making in their working on the DIF
                  under guidance of NITI Aayog & BIF further to that.

           37) States initiatives to be integrated

              1.  Data  portability  between  what  States  have  developed  on  LIF  &  PDI  already  and  the  PDI  as  being  taken
                  forward by MoPR, would enable initiatives of States to be utilized for PDI & feed into it and in the spirit of
                  cooperative federalism.

              2.  Computerization of data by States can be examined for linking for data collection as required for LIF and PDI.


              PDI  can  bring  important  advantages  for  ensuring  effective  public  service  delivery,  policy  changes  and  good

              governance. PDI allows development focused research and policy-relevant research, due to the robustness of the
              measurement  and  computation  on  the  set  of  indicators,  and  provides  scope  for  improvements.  It  can  help  to
              establish benchmarks for grassroots governance and, thus, inform a very specific reform agenda. It also offers a
