Report Submission by the Committee
With a view to monitor and measure the progress of implementation of Localisation of Sustainable Development
Goals (LSDGs) by way of periodical evaluation and compilation/construction of Panchayat Development Index (PDI),
the Ministry of Panchayati Raj (MoPR) set up the expert Committee on preparation of the Panchayat Development
Index (PDI) and other measures, with officers and experts from the key Ministries and Organisations such as NITI
Aayog, Ministry of Rural Development, Ministry of Statistics and Programme Implementation, National Institute of
Rural Development & Panchayati Raj, State Institute of Rural Development& Panchayati Raj, National Information
Centre and other domain experts.
This report has been prepared to provide the way forward, in alignment with LSDGs, covering all aspects of the
measurements of Indicators, Themes, and composite PDI. The central piece of the Proof of Concept, with selected few
Panchayats, has enabled the Committee to present this Report to lay the foundation for a nation-wide quantified
evaluation and monitoring mechanism that would encourage Local Governments to charter their paths to achieve the
SDGs, making their actions accountable and transparent. It would offer the policy makers and all Line Ministries and
Departments, and State Governments invaluable insights, and provides a solid basis of evidence-based policy making.
This Report envisages that it will strengthen grassroot democracy, and create an ecosystem that would draw all
stakeholders to focused implementation to achieve the 2030 Agenda in rural areas of India. The Committee is
honoured to commend the report to the MoPR.
